CARES Act Economic Relief Payments: What you Need to Know

USAA is here to help you navigate through these uncertain times. Nothing is more important than your health, safety and financial security. That’s why we want to share with you an update concerning the Coronavirus Aid, Relief, and Economic Security Act, commonly referred to as the CARES Act.

 

USAA has taken a number of steps to assist our members during the COVID-19 pandemic, including acting quickly to make stimulus payments from the CARES Act available to our members.

 

We understand the challenges our members may face as result of this pandemic. We are working hard every day to offer solutions that help them make ends meet. These extraordinary times create previously unthinkable challenges. Our commitment to military families, employees and our communities is to do what we can to help.

 

What to Know About the CARES Economic Relief Payment

As you may have heard, the United States 116th Congress approved, and President Trump signed into law, the CARES Act. This law includes a provision for eligible taxpayers who filed a tax return for either 2019 or 2018. They could receive a payment of up to $1,200 for individuals or $2,400 for married couples. Parents also receive $500 for each qualifying child.¹

 

How You’ll Receive the Payment

If you qualify and filed a 2018 or 2019 tax return, your payment will be deposited directly into the same banking account used for tax filing purposes. If you have not yet filed your 2019 tax return, the account used for your 2018 tax filing will be used.2 Note that payments are being distributed by the IRS in waves, so if someone you know has received theirs but you haven’t yet, it is not a cause for concern.

 

How This Impacts Negative Deposit Account Balances

For active member deposit accounts, we have paused the recovery of any negative account balance existing at the time their stimulus payment was deposited for a period of 90 days, allowing members access to their full stimulus payment for this time period. This policy is being applied retroactively to any member accounts with a negative balance at the time their stimulus checks were deposited.

 

How USAA Can Help – Deposit@Mobile3

If you received your 2019 or 2018 tax refund via check in the mail, the IRS will mail the stimulus check to the physical address on file. Members with a bank account can easily deposit funds and access them securely by logging in and using USAA’s Mobile App4. Members who need the mobile app can download it here.

SHAME ON YOU USAA!!!!!  You have been caught red handed by Military Times, Stealing covid-19 stimulus checks right out of your customers accounts.  People who by definition need the money TO SURVIVE.  THIS IS AN ALL TIME LOW for you corporate crooks.  And don't give ME any excuses, this is inexcusable for a company that prides itself on "service".  The CEO needs to be fired on the spot.....

That's great and all but how about the fact you reopened a closed account that I have no access to instead of rejecting the payment. According to the letter you sent me I have to wait 10-20 business days to see what money you are going to give me back.

Again.  Don't bother me with platitudes!  You STOLE money from people in dire straits.  It might have been "legal' but it was NOT MORAL.  You can return the money, because it was a public relations nightmare but that's not acceptable.  What IS acceptable is showing accountability for doing a horrible thing.

1) Force Peacock's resignation NOW. (the CEO)

2) Return 200% of all checks absconded with.

Show your empathy and show that you are deeply sorry.

Am adding to those who are calling out your shameful actions during this unprecedentedly difficult time.  It's too late to make up for this despicable act -- the fact that this was approved in the first place says all I need to know about you. I've been a member for 30 years and will be working to move all of my accounts out. It won't be easy, as I have so many things tied up with USAA, but I no longer feel like I want to be part of this organization. So very sad.

THIS IS JUST PART OF THE STORY! I HAVE A MEMBER FOR MORE THAN 44 YEARS. I NO LONGER BANK WITH USAA BECAUSE OF THE WAY THEY HAVE TREATED ME IN THE PAST. I STILL KEEP MY CAR INSURANCE  WITH THEM, BUT HERE OF LATE THEY HAVE OPENED OUR AUTO INSURANCE UP TO ALLOW ANYBODY WHO HAS THAT HAS EVER BEEN IN THE MILITARY. USAA STARTED OFF AS AN ASSO. FOR MILITARY OFFICERS, IT WILL NOT BE LONG BEFORE THEY SWITCH TO A COMPANY THAT INSURES ANYONE WITH A DOLLAR IN THEIR POCKET. STAY TUNED!!!

Please know for members with a negative deposit account balance, USAA has paused the collection of that  negative account balance that existed at the time their stimulus payment was deposited for the next 90 days. This will allow members access to their full stimulus payment to help cover the costs of rent, food and other important necessities. Also we applied this policy retroactively to any member's account with a negative balance at the time the first stimulus check were deposited. This allows members to have access to their full stimulus funds.  We certainly understand the challenges our members may face as a result of this pandemic and are working hard every day to offer solutions that help our member's make ends meet. In the coming weeks, every member with an active auto insurance policy in March 2020 will receive a one-time credit equal to 20% of two months of premiums. Additional communication will be sent out during the last week of April. The credit will be automatically applied to the P&C bill and will appear on the following month’s statement. Members do not have to choose a preference for this to occur. Thank you for your membership.

I am very sad to read that USAA witheld the stimulus check (now returned because the backlash) of a disable veteran. No even some of the worst banks in America, BoA and WF, have done that. I know a debt is a debt and must be repaid, but these are very exceptional times.

I have been a USAA member since 1965.  I have, in the past, sometimes been in trying times financially, and  I  been retired for the last 15 years.  In my 55 years as a member, I have never had a complaint about USAA, and I have always appreciated the way they handle my money and insurance.  Because of the current pandemic and financal crisis, I am especially happy that my insurance and banking is done by USAA.

"Liars. What they did instead was double my rate without explanation in the middle of my policy year. This is the final straw" in "Explore"! This statement was well put by a Loyal member. I just got out and had my own hardship of divorce and losing Everything! Now, my "trusted" financial institution, USAA, is putting their grimy hands into the pockets of individuals who went to great measures of difficult situations just to come home to being blindly robbed!!! Just wondering if anyone else got an increase in their insurance premiums lately.  I did and it's funny how it covers the supposed rebate and then some, hmmm.  Especially considering I have had nary a parking ticket in over 30 years.  Please tell me this is just a coincidence.  BTW, I don't believe in coincidences.  And, I have heard the location argument too many times...'you live in an expensive area to insure', I'm already paying a lot.  USAA insurance used to be a good deal, home, auto, boat, etc. but that seems to be rapidly changing.  Might be time to look elsewhere.

I'm shocked that USAA, which was such a reputable bank, does not show compassion for those who have been going through financial difficulty. I had been paying for full coverage on my vehicle that was built in 2004. When I lost my job and was practically homeless, they closed all my accounts. Now that I'm getting unemployment checks, I tried to reopen and apply for a new checking account but was denied. I am shocked that USAA shows no compassion  for people who are struggling to survive, which is the exact opposite of their marketing!

The "Get My Payment" tool says my check was to be deposited in my account on 4/29 yet I still haven't seen anything deposited and when I contacted my bank like the site says a USAA rep told me to go back to the IRS site like that was going to help anything, super infuriating to be told to go run in a circle when you're supposed to be my bank and help me with this issue if there's supposed to be money deposited WHY is it so hard to figure out what's going on. I'm a single father of 3, I shouldn't have to stress about this to support my family!!! I've been a member for 9 years and "I don't know" is not a satisfactory answer for this situation, dispute the deposit then.

When USAA switches from Grnerals coming off AD to businessmen that did occasional service the quality and integrity disappeared at USAA. Every interaction with them is now about upwelling g and what's best for the company, not the members. The worst stunt they pulled imho was selling off my retirement investment after telling me for 29 years to stay with them, they've got professionals managing it. Then all of a sudden I'm supposed to be ok that they sell off our accounts to a company totaled geared to civilian profit interests. I too am leaving USAA. They disgust me with the fake offers of service when they don't care. I have a car ins claim where my parked car was hit and the other side admits fault. I tried setting up my "covered" rental car and am told my policy (which I don't have expert knowledge of) only pays $25 day and there aren't any to rent at $25 day unless I can get to a Rental place 120 miles away. After 30+ years with USAA the "customer service" answer is I have to go the 120 miles or talk the Rental folks into a lower rate or pay the difference out of pocket to get a rental car!!  I'm a veteran with mobility issues already and my car is in the shop to fix. Now I have to fight to get help on the rental car my insurance is supposed to cover. USAA agents knew their coverage wasn't enough for a car but they got me to pay the rental car add on to the policy under the false pretense of providing cars. USAA doesn't care about veterans and is only using us as a feel good PR front.

Hello and thank you for all of the feedback you have provided us. It is disheartening to hear when one of our members has lost trust and belief in us. We would like the opportunity to address each of the major concerns you referenced. The first thing you referenced was that you were dissatisfied with the transition of your retirement investment account to another service provider. What we can say is that the investment industry is quickly evolving in several ways such as the following:

• Similar to other industries, consolidation among investment firms is creating larger companies who are built to provide much more competitive and innovative products and services.

• Technology is rapidly changing. This includes online or mobile investment tools, as well as low-cost advisory services provided by robo-advisors.

• Investment firms are changing their strategies and offering very low to no fee products.

 

After a careful review, we determined that trying to keep pace with the trends we referenced above was not in the best interest of the association. Please keep in mind that Schwab products and services are available for some of the lowest costs in the industry and no brokerage account minimums. In addition, Schwab also offers members access to dedicated expertise and 24/7/365 support from representatives who are consistently recognized for their service.

I find the published information to be deficient for what I would expect from USAA.  Please consider publishing or even republishing the original write up to address specifically the group in age 17-23 that are full time students and dependents and how it impacts them and their parents 2020 filing.  Over the last few months I have been thinking about this often with regards to how this age group was omitted from the relief funds not just once but both times.  After much thought I think I have concluded the best approach is to break the student dependent off even without income for the 2020 tax year.  This will reduce the parent's tax credit by $500 however since the student is no longer filed as a dependent of another tax filer they should then qualify for the full adult portion of the relief funds for both bills.  For example, I would lose the $500 tax credit for dependent tax credit designed for the 17-23 year old student dependent population.  Then with the student filing even with zero income they would then receive the relief funds of the two bills for an $1800 pay out.  Me exchanging $500 for the dependent to receive $1800 is a net gain of $1300 so I think this is what I will do.  There are many members of USAA in this situation and I just have not found sound advice available anywhere on this matter.  Your site even excludes the fact in your article that these relief payments are actually a prepayment to a 2020 tax year tax credit that reconciles on the filing of 2020 taxes.  Those that had a dependent turn 17 years old during 2020 are in for a shock since the payments were based on 2019/2018 filings, Uncle Sam will be reconciling with them come 2020 filing time.  That why the strategy of breaking them into not being filed as a dependent should be considered when filing the 2020 taxes.

Thanks for writing in and sharing your thoughts. As someone who has been in a similar situation, I feel your pain when it comes to dependents (whether adults or children) and tax decisions. As you allude to, there are several categories of folks who are not eligible for the second economic stimulus payments. Notably: child dependents who are 17 years old, adult dependents (including college students to seniors), single people earning over $87,000, and married couples earning over $174,000. Keep in mind that the IRS will use 2019 tax returns to determine stimulus payments, and a qualifying dependent child is defined as being under the age of 17 at the end of 2020. Since taxes can be complicated and dependent on personal circumstances – even something seemingly as simple as who qualifies as a dependent – we encourage folks to seek out individual tax advice before making decisions of this sort.
