Unbelievable that I have to go through all this just to get a VA refinance with an energy efficient upgrade allowed by the VA. Horrible yo the last! If the improvements are completed prior to Close: copy of bid(s) or contract with the following details itemized: Buyer's name Property address Materials, labor, and taxes with final total Contractor's name, address, phone number, and license number (if applicable) Good through date Receipts for materials purchased. Upon completion provide: Member: Photographs of completed improvements Ink-signed and dated letter from veteran including: Itemized list of improvements Statement confirming satisfaction of work completed Contractor: Proof of completion from the contractor (e.g., work order completion report or invoice for work completed) Ink-signed and dated letter from veteran including: Itemized list of improvements Statement confirming satisfaction of work completed If the improvements are completed after Close: Approved Title Commitment Accepted appraisal Receipts for materials purchased Escrow Holdback Agreement Must be generated by settlement agent The following details, at a minimum, are required: USAA Federal Savings Bank (USAA FSB) must be party to the agreement Completion date Must identify origination of funds Repairs must be listed and coincide with proposal/bid/invoice Authorization for funds disbursement by USAA FSB only Upon completion provide: Member: Photographs of completed improvements Ink-signed and dated letter from veteran including: Itemized list of improvements Statement confirming satisfaction of work completed Contractor: Proof of completion from the contractor (e.g., work order completion report or invoice for work completed) Ink-signed and dated letter from veteran including: Itemized list of improvements Statement confirming satisfaction of work completed
