My father is an 84 year old vet of the Korean War. I just recently discovered he and my mom (age 77) have inadequate life insurance policies. Will USAA insure them both so late in their lives

You definitely have to talk with a USAA rep for that answer. Most insurance companies have limits on what they insure for. It can have many factors including age, known illnesses, etc. There are many gray lines. I had a similar situation with my mom. You may have to shop elsewhere. Research and shop around for the best coverage. Be expected to pay a higher cost due to their age. Know the difference between term life, whole life, and etc. I doubt you will find a term life insurance for their age, but don't quote me on that one. Good luck with everything. Let us know what happened.
