The user interface has been modified, but there appears to be no way for users to move tiles and orient information as we wish to see it, then save the settings.
For USAA to succeed in improving the user experience, it must allow users to organize information easily and reduce or eliminate the need to scroll the page. USAA should have hired a strong graphical user interface (GUI) expert years ago to design the website for simplicity, flexibility, and minimal clicking and scrolling. The main purpose of the page is to conduct insurance, banking, and investment activities, and the current placement of questions and ads is annoying and distracting. Use the real estate functionally--ditch the banners with pictures! I could go on and on. If you seek a qualified GUI design person, I offer my services.
