Selling in TX

We are pending the close of our home and expect to receive proceeds after the sale. I understand that the proceeds will not be taxable (true?) and would like options for a short term investment for the proceeds. We expect to need access to the proceeds in approximately 2 years to build anopther house but want to minimize taxes, fees, penalties while getting the best return.  I've heard a Roth IRA might be the best option but not sure how that might limit our access to the funds.
