apparently this forum system broke the links in my OP. The first one should be
https://content.usaa.com/mcontent/static_assets/om/Media/docs/QQQ.pdf
where "QQQ" is replaced by the numbers one-two-six-eight-eight-five. The last one is https://communities.usaa.com/t5/Banking/Chip-and-Pin-Preferred/td-p/YYY
where "YYY" is replaced by the numbers one-three-five-three-zero-seven
Hello @colorpenguin, in order for us to order you a credit card with a chip you would need to call us at 210-531-8722. For security purposes, this is not available to order on usaa.com or the mobile app at this time. Once you receive your credit card, you can request a PIN for the card on usaa.com or through the mobile app.
Usaa.com:
From My USAA page
Select the Credit Card Account.
Scroll to bottom of screen and locate Account Services.
Locate the Card Services section, and select Create or Change PIN.
Follow the prompts to create or change the credit card PIN.
Mobile app:
Mobile App: IOS and Android
Select the credit card.
Select Menu in the top right corner. (Android - three vertical dots in top right corner)
Locate and select Create or Change PIN.
Follow the prompts to create or change the credit card PIN.
I hope this helps! :) ~Sarah
and btw, it surprises me that this thread is currently marked "Solved" and "Been Helped". I don't consider either to have occurred, and certainly didn't mark it as such. Shouldn't the OP be involved in determining whether or not they've been helped and the issue raised is resolved?

I wondered about that when I saw it earlier. Not the first thread I've seen it happen on either.
@colorpenguin, thank you for your reply. Please accept our apology for the misunderstanding. We'd like to research your Chip and PIN request further. Additionally, we'd like to review your concerns about the post reflecting as "accepted solution". Please send a private message with your full name, phone number and email address so we can locate your USAA profile. ~DC
I currently have a USAA VISA Signature card with a chip, but when I used it on a recent trip to Portgual I was always asked to sign a receipt copy, not to enter a PIN.
From reading about this (see the 2nd link I included in the OP above), it seems that chip cards can support verification by signature and/or PIN methods, and that cards supporting both methods will prioritize one or the other.
The sort of card I want is a chip-and-pin card with PIN-priority, which apparently is how non-US cards typically work. It's not clear to me if USAA issues this type of card.
thanks!
Carl
To close the thread, yesterday I received a call about this from somebody in the CEO's office. We had a productive discussion and concluded that USAA doesn't at this time offer a PIN-priority card, but the idea would be considered for a future offering.
@colorpenguin - Did you have a question on the credit card chip and pin option? I'm happy to answer any questions you have. - Cathleen

It's pretty clear from the initial post that the member is trying to request one, but can't fand a competent and knowledgeable Customer Service agent to help them do so.
"says that USAA members can request a chip-and-PIN card, though I've been unsuccessful in contacting a customer service agent who can help me do that, or even one who knows what "chip-and-PIN" means. "
