Hi I have also had something similar happen to me they held a check for 2 weeks. I had no funds all my bill I sent out was all returned like I had no money at all. I have 4 kids I called everyday to find out why there doing this and I have been a USSA member for over 15 years !! My Check was also DIRECT DEPOSIT that makes it even worse in my opinion . It was also a freaking CITY EMPLOYEE CHECK ! I have since closed 2 accounts and only left 1 account open. Personally I had never had a issue with USSA until a month ago it saddens me that I or you would have to go through something like this and we cant do anything but solider through it . They will have to earn my trust again.

ACH deposits are not exempt from fraud. There was probably something that triggered the hold - could be that USAA has never received a deposit from that account or there was recent questionable activity (deposit reversals or actual fraud). If it is a legitimate ACH deposit, you will probably see the holds stop shortly.

Actually, the gas station is checking it with a check verification service. In most cases, that just checks a database of people or accounts with a history of bad checks. It won't guarantee that funds are available or that the check could be counterfeit.
Actually I read with amazement all the vitriol directed to and at USAA. From day 1 they have been gracious and helpful in their dealings with me. I scan a check into my account and the funds are available almost immediately regardless of the origin of the check. I honestly believe that a call to an agent will straighten out most problems as long as USAA is given an oppurtunity to correct, if their mistake, or work with the customer to arrive at an amennable solution.
It really comes down to risk. If you are a good credit risk, have never had account issues such as NSF charges, and maintain a healthy account balance, you will rarely see a check hold (especially if the deposit amount is less than your average daily balance).
It is the folks that don't meet the criteria above that will see more holds. They are at higher risk of depositing bad checks and/or skipping out without repaying any funds that are fronted. Those with low balances are also the one's who will suffer financially if the check is returned unpaid for any reason.
You said this happens to people because of NSF checks and dont meet certain criteria? My Accounts have always been well maintained and I don't have NSF fees on my accounts. They told me because it was a new employer and new this and new that, thats why my funds were held for 2 weeks yeah right . Which mind you was DIRECT DEPOSITED to my account.
