Quicken Issues

Have not been able to get Quicken to "find" my new credit card and download it, and its transactions, into Quicken.

I understand there have been many issues with Quicken and USAA.

Are there any recommendations for another (other thann Quicken) personal finance management/tracker software (Windows 10) that works well with USAA?

Website technical support should be able to help you trouble shoot adding your credit card to Quicken. They can be reached al 1-877-632-3002 .  Please keep in mind that USAA's support is limited to troubleshooting problems with downloading transaction history from USAA banking and investment accounts.
