is the budget software tracking anybody's expenses or is it just my issue?

I called, this is a know issue and they have no time line to have this fixed.

Greg is right. It is a known issue that the My Budget feature is not tracking correctly. The workaround to this issue is as follows:
Click My Account Tools
Click My Budget
Click Edit Budget
Click Spending Accounts to Track
Click Save and return to Budget (you don't have to do anything in the 'Spending Accounts to Track' box
On the 'Edit Budget' page, click Save Budget.

I don't mean to knock USAA's My Budget but Quicken Basic is an inexpensive budgeting solution.
