It is my understanding and it appears by the unwillingness to answer the question on a public forum that it is correct that USAA has an internal poicy of reimbursing ATM fees based on how much they appreciate you as a customer. Depending on how you are codied in USAA's system is how many ATM fees they will reimburse you for monthly.
We used to do all our financial business with USAA and talked them up to everyone qualified to use them. Then I had an accident that has left me completely and permanenetly disabled, losing my salary. no matter how many times we explained our change in finances to USAA and did everything to work with them to change payment days, etc they were completly unwilling to work with us. When our ATM fee reimbursements were cut from 10. month to 6 I called customer service and was told that they were aware of our change in finances and our customer ranking had consequencially been lowered. I was told this by a customer service Supervisor. I asked an acquaitance that worked for USAA
Roxxie, are you sure? I've been with USAA for approximately 5 years and I have always received a refund on the ATM fees by the next statement closing. Granted, I am not a heavy ATM user; using the ATM probably once to twice a month.
Have you checked your statements? My ATM fee refunds are posted by the next statement closing.

"USAA Bank refunds up to $15 in other banks' ATM usage fees each month and does not charge a fee for the first 10 ATM withdrawals. Subsequent transactions will be charged $2.00 each. A 1% foreign transaction fee applies to withdrawals outside the United States."

I just got off the phone with customer service .....and they don't seem to "work" either: I called to see why I am not getting reimbursed for ATM Fees anymore. The gentleman said that I will be charged a fee unless I use one of the cooperating-bank ATMs......WHAT?
The gentle also rattled off the names of the two cooperating banks...never heard of them.
The gentleman also said that the fees are clearly described in the Fee schedule....WHAT? Not the one on your website! Not the one in my desk drawer at home!

I am puzzled by that statement.
I have been a USAA member for at least five years. Not only is it stated in fee schedule that USAA will refund up to $15 in ATM fees, but they appear on bank statements.
As for customer ranking, I never heard of such a thing. I suppose I better look into it.
