Maybe rates would be lower if USAA didn't spend so much money on TV advertising that redundantly states the obvious (the required military connection)?
Perhaps the TV advertising should remind customers that you should have a home in order to get home insurance, be alive to get life insurance, or a car in order to get car insurance?
Unless all this advertising is just a longer range precursor to: "Great News - USAA is now open to everyone!"
No telling where USAA is heading next...
