Certified Used Car

When the phrase "USAA certified" is posted on the USAA used car site, does this mean an actual mechanic fully inspected and test drive the vehicle? I leave on the West coast and want to purchase a used car in the mid-west. Before traveling out there, I would like some type of reassurance that USAA actually had one of their unbiased mechanics inspect the vehicle. Thanks in advance for your response.
