Why can't my 18 year old son open a USAA checking/savings account?

We have USAA through my husband's father who was an officer in the USAF. 

Our youngest son is now 18, but still in high school, so we registered him as a USAA online member with his own member number, as our goal was to open a checking/savings account for him without us as trustee since he's now 18. 

After doing so, we attempted to open said bank account, but were told by the site that he is not eligible for this service. 

 

WHAT??? 

 

Why is this even offered on his page, but then denied after inputing in all the info?  

Please advise.
