What recourse are you providing members affected by the government shutdown?

Non-dod agencies like the Coast Guard and DHS might not be receiving pay on the 15th. What recourse by providing for these affected members?

Hello @TrmC, USAA Federal Savings Bank consistently monitors the current federal budget issues for potential impacts to members, including a government shutdown, and remains committed to working with affected members to help find solutions if they face financial hardships. Beginning December 27, USAA Federal Savings Bank will offer a one-time low interest Unsecured Loan to eligible members due to the federal government shutdown. To qualify for the loan the member must be a member of the Coast Guard or National Oceanic and Atmospheric Administration Corps. Retired and members separated from the Coast Guard or National Oceanic and Atmospheric Administration Corps are not eligible for this special loan. To qualify, members must have received direct deposit to their USAA Deposit Account from the Coast Guard or National Oceanic and Atmospheric Administration Corps in both October and November 2018. ~ Samantha 

That applies to me how do I go about going through the steps? And how low is the low interest?
