When it came time to pay our taxes we wrote a check from our USAA account. We received a notice from the IRS the check was not honored by USAA. When we called we were told that there had been a security incident on our account in 2018 and it was frozen. We had continued to make deposits to the account and received no notice of the account being frozen. When asked weren't members notified when this happened and the response was "not always" --- we have been assessed a penalty of $119 by the IRS --- who should we contact concerning this matter to resolve the issue?
